New Report Highlights UK’s AI Skills Gap But New Tools Aim to Bridge the Divide

Artificial Intelligence (AI) is rapidly reshaping the UK economy but employers are struggling to harness its full potential, according to a new report titled “AI Skills for the UK Workforce.”

The study reveals that while AI has the potential to transform industries and boost productivity, many organisations lack the understanding and training infrastructure needed to implement it effectively.

To address this growing gap, three innovative tools have been launched by Dr Nisreen Ameen of Royal Holloway, University of London, in collaboration with Skills England and with support from the British Academy’s Innovation Fellowships scheme. These resources are designed to help employers adopt AI responsibly and strategically across different sectors.

According to the government’s AI Opportunities Action Plan (GOV.UK), the widespread adoption of AI could add up to £400 billion to the UK economy by 2030, driven by increased innovation and workplace efficiency. However, the report highlights major upskilling challenges that could hinder progress if left unaddressed.

In Construction, AI presents new possibilities such as drone-assisted surveying and augmented reality tools for safety training. Yet, limited digital literacy and a lack of structured training are slowing adoption.

In the Creative Industries, AI tools for content creation and digital storytelling are increasingly common. However, the report warns that many freelancers and small businesses use these tools without formal training, raising concerns about quality, originality, and ethical use.

Meanwhile, the Advanced Manufacturing sector has already embraced AI for automation, robotics, and predictive maintenance, but it faces a widening skills shortage made worse by an ageing workforce.

Across all sectors, one major barrier remains-  a lack of understanding among employers, particularly SMEs, about what constitutes AI skills and how to train staff effectively.

The AI Skills for the UK Workforce report underscores the urgent need for coordinated action between government, academia, and industry to ensure that businesses can build the skills required to make AI a sustainable and inclusive driver of economic growth.

The report has introduced 3 brand new tools to support wider and more responsible AI adoption:

  1. The AI Skills Framework identifies relevant technical, responsible, and non-technical skills needed for different job roles and at different levels.
  2. The AI Skills Adoption Pathway Model shows how organisations typically progress through stages of AI adoption, from initial awareness to strategic scaling.
  3. The Employer AI Adoption Checklist provides structured prompts to help employers assess their AI skills readiness, identify workforce gaps, and upskill. It supports adoption of tools such as ChatGPT, image generation systems, and document summarisation platforms.
